2 Kings 2:9 : When they had crossed, Elijah said to Elisha, "Tell me, what can I do for you before I am taken from you?" "Let me inherit a double portion of your spirit," Elisha replied.

2 Kings 2:15 : The company of the prophets from Jericho, who were watching, said, "The spirit of Elijah is resting on Elisha." And they went to meet him and bowed to the ground before him.

They saw that the spirit of God was resting on Elisha. It was not a doubling of quality but of quantity/ measure.  If it was quality, then God would have wanted us to go for double and not just the same measure. John the Baptist did not do any miracles but yet he was called by Jesus as Elijah who turns the hearts of the fathers to the children & vice versa. That is the message behind the anointing.
